Pump actions are generally preferred for HD, Mossberg 500/590 and Remington 870 are good options if you can find in reasonable condition, as NIB are out of your budget. You may consider DSA Shooter, thats a Mossberg clone and can be customised as well.
In AK shape you can consider kral xps.

I have yet to see a baikal 156 here in Karachi. However, i did read the review by Klashnikov magazine. It was bad.. like really really really bad.
Like stay-away-if-you-value-your-money bad.
However, I would never peg the Baikal as a combat or home defence shottie. Too long a barrel, too low a capacity. Its basically a sporting gun
its purely a hunting tool. For HD and combat, Kalashnikov concern make Saigas and Veprs.
